Leading specialist care provider Flourish (Gloucestershire) Limited has been acquired by Park Blue Group, uniting two organisations which are passionate about improving the lives of vulnerable children and teenagers.

Founded in 2016, Flourish operates ten residential care homes across Gloucestershire, Worcestershire, and Herefordshire for young people with learning disabilities and complex needs. Every home is rated either Good or Outstanding by Ofsted.

The Gloucestershire-based business has achieved significant growth in recent years, supported by an experienced leadership team and strong relationships with local authorities.

For Park Blue Group, which has its headquarters in North Yorkshire, this acquisition almost doubles the size of its portfolio, increasing its presence to twenty-three specialist children’s homes spanning the South West, Midlands, South Yorkshire and the North East.

Rob Plumb, Corporate Finance Director at Hazlewoods, led the transaction, supporting Flourish’s shareholders throughout the sale process from strategic planning and identifying a buyer through to successful completion.

He said: “It has been a pleasure to advise the Flourish team and help the family achieve a successful outcome.

“The business has an exceptional reputation for delivering high-quality care and support to children and young people with learning disabilities and complex needs, and finding the right buyer to preserve the business’s legacy was a priority for the shareholders. Park Blue Group’s shared values and private family ownership resonated with the Sellers, giving all parties confidence that Park Blue Group was the right acquirer for the business.

Jemima Taylor, retiring Managing Director of Flourish, said: “We are incredibly proud of what has been achieved at Flourish Care since the business was established.

“Our focus has always been on creating safe, nurturing environments where children and young people can thrive and achieve positive outcomes, and we are confident that Park Blue shares our values and commitment to delivering outstanding care.

“We would like to thank Rob Plumb and the wider Hazlewoods team for the outstanding support we received throughout this process. From the outset, they took the time to understand our business, our values and what we wanted to achieve.

“Rob provided clear, pragmatic advice and his ability to navigate the complexities of the transaction while remaining focused on our objectives was invaluable.

“We would not hesitate to recommend Hazlewoods to other business owners considering a sale.”

This is the second successful completion in two months of multi-site children’s residential care businesses, to equivalent family-owned acquirers.

Hazlewoods, which has one of the largest specialist Corporate Finance teams in the South West, worked closely with Rebecca Leask, Peter Francis and Louise Crook from across the Healthcare Corporate and Property teams at HCR Law.

Rebecca commented: “We are delighted to have advised the shareholders on this transaction, which marks the culmination of many years of dedication, vision and hard work by Jemima Taylor and the entire Flourish team. It has been a privilege to support them throughout the process and help bring the transaction to a successful conclusion.”

Park Blue Group was advised by Azets (Financial) & Clarion (Legal), with the transaction supported by Triodos Bank.

Experian Market IQ ranked Hazlewoods the fourth most active financial adviser in the UK in 2025, following the completion of 142 transactions with a combined value of more than £1.3bn. The advisory team has kept up momentum in 2026 retaining fourth place in the first quarter of the year.
